Travelling overseas anytime soon? Make sure you fill out the passenger locator forms before you travel to ensure you are not denied entry.
Most countries have introduced Passenger Locator Forms to help manage and trace Covid-19 cases, but did you know that in some cases you need to fill these out 48 hours before you fly? You may be denied boarding at the airport or refused entry to a country if you have not filled out the locator form in time.
Some countries require you to print documentation and have it with you when you arrive, while others they want you to complete the form online – even Ireland’s Passenger Locator Form needs to filled out online.
Important information:
At the time of publication the following European countries have put these and other measures in place. However, it it important to note that the information below are guidelines only from my own personal research – policies are changing on a daily basis and need to be confirmed by you before you travel.
Many countries also require you to produce a negative PCR or Antigen test if you are not vaccinated. However, it is imperative that you check with the country you are travelling to before your departure to ensure that you are following the correct entry guidelines.

Greece:

You MUST complete a mandatory Passenger Locator Form online no later than 24 hours before check in. If you don’t, you will be denied boarding. One form can be completed for all members of the same household. Once completed you will receive a QR code which you will show on arrival in Greece.
Note: Prior to boarding passengers must display the confirmation receipt for the passenger locator form submission and the response mail with a passenger locator form QR code or you will be denied boarding.
Italy:

Passengers are required to complete two documents in advance of travel to Italy, a Passenger Locator Form, and a formal statement stating the purpose of entry into Italy. Visitors to Calabria, Puglia, Sardinia or residents returning to Campania must also complete the Regional forms listed below in the ‘Links’ section.
Visitors are also required to produce the following:
- Covid-19 ‘green pass’ or EU Digital Covid Certificate based on vaccination or recovery.
- Visitors over 6 need to produce a negative antigen test (taken within 24 hours prior to arrival) or PCR test (taken within 48 hours prior to arrival – for those who cannot provide proof of vaccination or recovery).
Spain, including Canary Islands

Within 48 hours of travelling to Spain all passengers must complete a Health Control Form (FCS) online or on the SpTH mobile app. Once that is completed you will receive a QR Code which is required for entry to and for the duration of your stay in Spain. Each passenger must produce a valid QR code before boarding the aircraft.
France:

Before travelling to France, passengers must complete a sworn statement that they do not show any symptom of covid-19 and that they have no knowledge of having been in contact with a confirmed covid-19 case within 14 days before the flight.
Portugal

All passengers travelling to Portugal will be issued with a leaflet upon boarding their flight. Passengers must also fill out a Passenger Location Card, within 4 days prior to arrival in Portugal. Once submitted, you will receive a notification that you should keep with you, digitally or printed, during your trip.
All passengers arriving into Portugal by air must hold a negative Covid-19 test result even if they are fully vaccinated. The following tests are accepted:
- PCR (NAAT) tests taken within 72 hours of departure
- Rapid Antigen tests taken within 48 hours of departure. Only Rapid Antigen Tests that are on the list agreed by the European Union Health Committee are allowed.
Malta:
Only vaccinated visitors are allowed to enter Malta and you MUST complete a mandatory Passenger Locator Form before arrival.

Cyprus:
You MUST complete a mandatory Flight Pass at least 24 hours before departure, if you don’t you will be denied boarding. Everyone travelling must complete a separate form, including children. Once completed, you will receive a confirmation email, which you’ll need to show when you arrive in Cyprus.
Croatia:

Germany:
If you have visited a high-risk region within 10 days of arrival in Germany you must fill out an additional Digital Registration on Entry. See more here.
Turkey:
All passengers travelling to Turkey are required to fill out an Entrance Form within 72 hours prior to arrival in Turkey.
United Kingdom:

Visitors from outside the Common Travel Area MUST complete a Passenger Locator Form online before arrival. Passengers who have been in or transited through any red list country in the 10 days before their arrival in England will be denied entry.
Ireland:

You must fill in a Passenger Locator Form online before you arrive in Ireland. One form should be completed for each passenger age 18 or older. Details of children should be included on the adult form. You need to provide the mobile number as you will be text with a verification code, which you need to enter to log in and complete the form.
ALL arrivals into the Republic of Ireland are now required to produce a negative Covid-test result regardless of vaccination status or destination you are travelling from. Read more in this post:

Austria:

A Pre-Clearance Form needs to be filled out for those arriving from outside Annex 1 states and countries. See list of countries via link below.
Netherlands:
A Health Declaration Form needs to be filled out for all visitors arriving in the Netherlands by air. Additional restrictions apply for passengers travelling to the Netherlands from outside the EU/EEA. All tourists must book accommodation prior to arrival in the country.
Poland:
All visitors must fill out a Passenger Locator Form before arrival.
Norway:
All unvaccinated visitors are obliged to complete a Travel Registration Form before travelling to Norway and take an antigen test at their port of entry in Norway.
Dubai:

All visitors to Dubai are required to produce a negative Covid-19 PCR test taken within the previous 72 hours. Another COVID‑19 PCR test may be required on arrival, depending on the country you are travelling from. See more here. Tourists are required to download the Covid-19 Dubai App and register their details before arrival.
